How to Develop a Policy

The following are some resources to help develop University of Oregon Policy Statements. Please see individual offices and units for resources on other types of policy and procedure development.

Overview of How to Develop a UO Policy Statement

  1. Follow the policy development and approval process as explained within the UO Policy Statement "Policy Statements: Development and Management".  An illustrated overview of the Policy Process is also available.
  2. Complete and submit a required Policy Development Plan and Impact Statement through the relevant Dean or Vice President/Provost (and Senior Vice Provost for Academic Affairs) to the Office of the Senior Vice President and Provost for review and approval.
  3. Following approval of the Policy Development Plan and Impact Statement and after all relevant policy development work has been carried out by the Responsible Office, the draft Policy Statement (please use the Policy Statement Template) shall be submitted for review and approval to the Vice President for that area.
  4. Prior to submitting to the Executive Leadership Team (ELT), the draft Policy Statement shall be reviewed by the Provost's Office for compliance, clarity, and structure.
  5. The final draft Policy Statement shall be presented by the relevant Vice President to the ELT for final review and approval prior to issuance to the campus community.

Final review and approval of University of Oregon Policy Statements is carried out through the Executive Leadership Team (ELT). ELT has the authority to approve, reject and/or require revisions and resubmissions of draft policy for their review. University of Oregon Policy Statements are issued by the President or by the President's designee. University of Oregon Policy Statements, upon approval by the ELT, are distributed to all Deans, Directors and Department Heads and posted on the University of Oregon Policy Library website (http://policies.uoregon.edu).

Accompanying procedures, forms and user guides can be reviewed by the ELT for feedback, but are not required to be submitted as part of the approval process. The Responsible Office will have the responsibility and authority to develop and approve procedures, forms and user guides.

The Responsible Office for each University of Oregon Policy Statement is charged with keeping the policy up to date.   The Responsible Office should perform periodic reviews to ensure the policy complies and reflects current laws, regulations, and practices.
Note:  Revisions to policy statements shall follow the same process outlined for initial issuance.  Non-substantive policy updates shall be forwarded to the Office of the Senior Vice President and Provost for implementation.
